He has been involved with Section 42 since 1987. His affordable housing experience includes eight years working for a developer of LIHTC properties, and six years working as a LIHTC consultant for CPA firms. He joined Spectrum in 2003. In addition to being a CPA, he is C15P certified and has several UPCS certificates. He is a graduate of the University of Maine.

Erik joined Spectrum Enterprises, Inc. in 1999. In addition to attending over a dozen Spectrum LIHTC Compliance, Fair Housing, and Rural Development training seminars, he frequently conducts numerous in-house trainings for several companies. Erik currently manages the Private Monitoring Division which works with investors, equity funds, syndicators, management companies, and property owners on tenant review files, staff trainings, and move-in approvals. Erik is C14P and UPCS certified. He attended Northeastern University and majored in English and Computer Science.

Ed has been a valued member of the Spectrum Enterprises, Inc. staff for over ten years. As an apartment building owner himself, he brings practical experience to his position as Director of Monitoring for the great state of Massachusetts. His experience, knowledge, and communication abilities make him a valued speaker at numerous Section 42 conferences. Ed is a graduate of Ithaca College and is C14P and UPCS certified.

She brings 11 years of experience as a manager and regional manager of privately owned low-income tax credit properties. Lois has experience in all aspects of property management including screening and leasing, certification, tenant retention, evictions, physical inspections, budgeting, as well as employee hiring, training , and relations. She is also very knowledgeable in Section 42, HOME, HUD, RD, and various rental programs. Lois is C15P and UPCS certified.

Katherine transferred to Los Angeles in 2007 and currently works with our management and investor clients on compliance issues. Katherine is C9P and UPCS certified. She is a graduate of the University of Maine at Farmington.

Deborah Joined Spectrum Enterprises, Inc. in 2003. She has over 15 years in property management experience, ranging from site management to Director of Compliance and Support for a privately owned management company. Deborah's primary responsibility is to oversee the Maryland contract, including managing all subcontractors to ensure that all properties are in compliance with Section 42 regulations. She also conducts training programs in Maryland and Hawaii on the requirements and regulations for the subsidy programs. She has worked with the tax credit program in Delaware, Florida, Maryland, New York, Pennsylvania, Virginia, Massachusetts, and West Virginia. She has experience with LIHTC, HUD, and RD programs. Deborah is Certified Occupancy Specialist with certifications from NCRM, IREM, and Spectrum Enterprises, Inc. She is also UPCS certified and attended Towson University and majored in English.

Tracy came to Spectrum Enterprises Inc. in January of 2005 with nine years of property management experience. She has had several different roles in the area of property management and brings practical and hands-on experience as part of the Spectrum monitoring team. She is primarily responsible for the State of Wyoming and also performs inspections for investors, managers, and owners. Tracy holds C8P, CAM, ARM,and UPCS certifications.

Harold came to Spectrum Enterprises Inc. in 2004 after ten years of dedicated service as a secondary education teacher in the State of Maine. Since joining Spectrum, he has worked from nationally helping clients with their compliance monitoring needs. Currently, Harold leads the monitoring team for the state of Connecticut. Certified in UPCS inspection guidelines and C8P certified in the Spectrum Certified Low Income Housing Tax Credit Program. Harold is ready and willing to help you with all of your compliance questions.

Cathy came to Spectrum Enterprises, Inc. in 2007 after 15 years in property management. She is particularly skilled in making LIHTC requirements understandable to management staff. Her hands-on experience working with management systems is especially helpful. Cathy is C9P/COS/ARM certified.

Jennifer joined the Spectrum Enterprises Inc. team in November of 2006 and is primarily responsible for compliance consulting for our management and investment clients. Additionally she is involved with our training programs. Prior to joining Spectrum, she had several years of experience working with a variety of low-income and affordable housing programs in property management and compliance capacities. Jennifer is C8P, COS, STAR, and TaCCs certified and holds a Bachelor Degree from Guilford College in Greensboro, NC.

He is a Compliance Analyst working primarily in the state of Massachusetts. Will attended DePaul University and majored in writing and Philosophy. He is also a Desert Storm Veteran having served with the 101st Airborn Air Assault Division of the US ARMY.

Her experience ranges from site management of various affordable housing programs to regional management of conventional apartment communities. Melissa is involved with the LIHTC and RD508 contract for West Virginia. She also assists with training and private investment monitoring. A native of Maine, she resides in Richmond, Virginia and holds a Master's degree in Music. Her creative energy is utilized at Spectrum with efforts in marketing services.

Paul has over twenty years of experience developing and marketing housing related software applications. His experience with Spectrum started thirteen years ago when working with Spectrum staff he developed the End of Year Status Report software currently used by over 1,400 properties throughout the country to collect and transmit LIHTC data to Spectrum for compliance monitoring. Over the years he has been responsible for maintaining and updating the software as well as end user support. Paul has also worked closely with Spectrum staff over the years to develop a suite of compliance monitoring applications that are used on a daily basis to review property report files for compliance.
